Position Overview:

The Supervisor, Bylaw Compliance and Security, plays a pivotal role in overseeing the Bylaw Compliance and Security operations within the City of Guelph. Reporting directly to the Manager of Corporate and Community Safety, this position is integral to providing daily leadership and support to staff, ensuring a high standard of customer service and fostering a culture of continuous improvement.

This role invites a proactive approach to leadership, emphasizing quality service delivery and the implementation of innovative processes to enhance community safety and compliance.

Key duties and responsibilities
  • Provide first-level supervision of Bylaw and Security staff, including scheduling, recruitment, training, development, and performance management.
  • Provide weekly work plans and updates to the Manager of Corporate and Community Safety.
  • Investigate and follow up on complaints and inquiries in a professional, courteous and respectful manner.
  • Participate in special projects and liaison with the Guelph Police Service and other enforcement agencies.
  • Provide information to management on budget needs and monitor expenditures.
  • Provide on-going tracking of technical trends, developments, advances and best practices.
  • Review the issuance of Bylaw charges and the filling of Court documents for prosecution.
  • Maintain knowledge of relevant Legislation and Case law.
  • Assist with the preparation of Council and Committee reports.
  • Host and attend public meetings as required.
  • Ensure all work practices comply with applicable Legislation, regulations, and the City of Guelph’s Health and Safety, and other related policies.
  • Attend to Bylaw and Security matters as needed.
  • Support the duties of the Manager of Corporate and Community Safety when required.
  • Responsible for corporate security duties, including access control systems.
  • Perform other related duties as assigned.
Qualifications and requirements
  • Considerable experience related to the duties listed above, normally acquired through a post-secondary diploma or degree in Law and Security Administration or a related field, and considerable enforcement experience. Candidates with an equivalent combination of education and experience may be considered.
  • Leadership skills acquired through experience supervising staff or leading work teams, preferably in a unionized environment.
  • Must have a valid Class G driver’s licence and a good driving record. Successful candidates will be required to provide a current driver’s abstract prior to their start date to confirm their licence is held in good standing and that it has not been suspended or revoked under the Highway Traffic Act (HTA) or Criminal Code of Canada in the last 5 years. The City of Guelph will take into consideration the number of demerit points and/or nature of the infractions to determine if it meets our requirements.
  • Knowledge of and ability to interpret municipal bylaws, the Provincial Offences Act and the Municipal Act.
  • Knowledge of enforcement techniques, courtroom decorum, and dispute resolution.
  • Excellent interpersonal skills with the ability to communicate effectively with a variety of stakeholders including staff, management, and the general public.
  • Intermediate skills in Microsoft Office (Word, Excel, PowerPoint and Outlook).
  • Knowledge of the Occupational Health and Safety Act and other applicable legislation.
  • Ability to manage multiple and changing demands and priorities.
  • A satisfactory Police Record Check (including vulnerable sector screening) may be required at time of offer.
  • Experience with the AMANDA system is considered and asset.
  • Knowledge of security systems (CCTV, Access Intrusion Alarms) is considered an asset.
  • Crime Prevention through Environmental Design (CPTED) Course is considered an asset.

Hours of work

35 hours per week based on a 24/7 rotational shift schedule including holidays and weekends

Pay/Salary

Non-Union Grade 6: $94,319.68- $117,899.60
