VP, Operations
Position Description :

Serco-CA has a great opportunity for a VP/Operations to join our leadership team in Canada. This position is located at our Downtown corporate office in Toronto Canada and reports to the VP Canadas Business Unit.
Summary/Purpose of this role:
- Executive Leadership: Oversee the day-to-day operational functions of the Canada Business Unit.
- Strategic Planning: Develops and implements comprehensive operational strategies across the BU to align with company goals
- Operational Oversight: Oversees daily operations and ensure efficiency and effectiveness, monitor key performance metrics for each program and meet corporate reporting requirements
- Financial Management: Monitor budgetary performance; ensure financial plans are in place and managed to attain budgetary targets; lead multi-pronged corrective action programs to address budgetary challenges.
- People Management: Lead the Operational Management team, delivering performance results, and oversee people management initiatives throughout the operations
- Develop and oversee operational innovation programs to improve customer services, increase efficiencies and deliver cost-effective operations
- Coordinate cross functional teams to support business initiatives
- Support Program Directors in stakeholder engagement activities, including customers, key suppliers and industry groups
- Ensure compliance with all Serco Canada Inc. policies and procedures, including but not limited to Code of Conduct and Ethics, Serco Management System, PDR’s, Purchasing, Security, Risk Management, etc.
The Key Responsibilities include:
- Responsible to oversee existing programs across Canada.
- Strategic planning, operational efficiency, and financial success in managing existing business.
- Plan, organize, direct, and control the implementation of contracted services and operations for our client.
- Authority in line with financial approval framework, including program targets, CAPEX and investment planning, and existing budget execution.
- Gathering and analyzing data from annual and monthly reports
- Ensure all deliverables and other reports are completed accurately and on time to Serco corporate and client.
- Ensure that standards for the accomplishment of short-term priorities are clearly articulated and that resources are made available to achieve the standard.
- Track the success of major initiatives and make mid-course corrections.
- Maintain strong working relationships with key external stakeholders collaborate with corporate groups and other external stakeholders.
- Accountable for delivering optimal site results within appropriate performance metrics including quality, quantity, timeliness, productivity, customer satisfaction, and financial performance.
- Accountable for developing, implementing, and managing to business plan and delivering the agreed outcomes.
- Direct Program Managers in performance of section tasks and responsibilities.
- Accountable for selecting, developing, and managing a high-performance team of employees to achieve expected outcomes. This includes delegating appropriate deliverables to subordinate staff and direct reports and holding them accountable for delivery with formal and informal performance reviews and management tools. This includes assignment of overtime where necessary.
- Accountable for ensuring that Serco’s interests are represented in joint partnerships or ventures.
- Visibly demonstrate Serco Values and work practices and ensure that all staff across the organization are practicing these Values daily.
- Other related duties relevant to this position as may be required.
- Comply with all regulations, policies and procedures pertaining to the operations including occupational health and safety, environmental, drug and alcohol, and quality.
- Proactively manage opportunities to organically grow and expand existing lines of business.
- Support other Serco Canada contracts and BD staff for rebids or proposal developments when requested.
Health & Safety, Environmental:
- Ensure compliance with all regulations, policies and procedures pertaining to the operations including occupational health and safety, environmental, and quality.
- Responsible for the safety of all personnel, equipment, and facilities under the scope of this position, in accordance with Provincial, Federal, Serco and customer safety regulations and procedures.
- Accountable for developing and tailoring plans to drive for results in the areas of safety, compliance, service delivery and cost.
Qualifications :
JOB REQUIREMENTS:
EDUCATION /CERTIFICATIONS:
- Bachelor's Degree in one of: Business, Commerce, Engineering
- Minimum of ten (10) years’ experience in operations management
- Must be able to obtain and maintain a minimum Enhanced Reliability or Secret Government of Canada security clearance (required)
- Program Management Professional certification (desired)
- Previous managerial/supervisory experience and strong performance management experience (required)
- Financial Management across a variety of contracted services (required)
- Contractual understanding of commercial and labour agreements (required).
- Experience working in government services
- Experience with a variety of program management technology services
SKILLS/Competencies (Interpersonal Communication, Financial, Managerial, Problem solving):
- Relevant government contracting experience is essential including experience in service delivery, direct program management, and customer/stakeholder management.
- A solid understanding of finance, purchasing and contracting, operations and maintenance, and engineering processes.
- Solid technical, business and project management knowledge.
- Excellent collaborative leadership and organizational skills.
- Strong planning, coordination, execution and analytical skills to meet deadlines and changing priorities.
- Effective communication skills and ability to work cross functionally within the organization.
- Stellar internal and external relationship building skills.
- Strong degree of integrity and judgment.
- Able to effectively delegate authority as required.
- Willing to take ownership for the outcomes of projects within scope of responsibility.
MENTAL AND PHYSICAL EFFORT:
- Mental: Activities are moderate intensity at more than 4 hrs/day or high intensity at 2-4 hrs/day
- Physical: Activities are low intensity, less than 2 hrs/day
