Basic Function:

The Supervisor, Parks is responsible for the implementation and supervision of recreational facilities building and plant maintenance programs, cemeteries, parks, sports fields, community halls; for associated day-to-day operations including scheduling equipment maintenance and repair, ice and water quality in arenas and pools, maintenance of supplies inventories, co-ordination of set-up requirements for permitted uses, staff and contracted services supervision, associated liaison, report-writing and facility inspection duties; and for responding to enquiries and resolving concerns related to operational matters.

Position Description:

  • Supervise Parks and Facilities Maintenance/Function Coordinators/Custodians staff including scheduling, training, performance evaluations, safety, discipline, authorizing payroll data and overtime requirements, resolving staff concerns.
  • Additionally the Supervisor will assess permanent and casual/student staffing needs, participate in the recruitment process, and prepare recommendations concerning selection of staff
  • Comply with the county’s administrative policies and technical and service standards and applicable regulations, building codes and legislation required for the construction, maintenance and operation of parks, buildings and equipment
  • Responsible for writing and preparing staff reports for immediate supervisor and/or Council
  • Liaise with user groups and community organizations on behalf of Operations Division
  • Manage statistical information and all data collection including the development and implementation of user fees pertaining to parks and facilities as per the user fee by-law
  • Facilitates community development initiatives with user groups and organizations as they relate to parks and facilities including community centres, lease free dog parks, skate parks etc.
  • Other duties as assigned

Requirements

Knowledge and Experience:

  • Community college diploma in Recreation and Leisure Services, Sports Management or related equivalent discipline
  • Must have 3 to 5 years progressive experience in a recreational facilities plant maintenance and operations capacity, including supervisory experience in a unionized environment
  • Registered Recreation Facilities Management Certification (ORFA), Certified Ice Technician. Certified Aquatic Technician, Certified Grounds Technician, Certified Building Management and Operations Technician, Certified Arena Refrigeration Plant Technician, Certified Recreation Facilities Professional would be considered an asset

Skills and Abilities:

  • Practical working knowledge of arena plant maintenance, pool filtration systems and chemistry, ice, pool and building cleaning equipment and methods, sound safety practices, applicable legislation/regulatory standards, and heating, air-conditioning and ventilations systems; knowledge of plumbing and electrical fundamentals, and municipal recreation facilities management is required
  • Experience in preparing budget estimates and ensuring compliance including long range plans, conceptual design and capital outlay requirements
  • Good interpersonal, communication and organizational skills
  • Able to read blueprints and technical manuals
  • Demonstrated experiences and leadership in a union environment, project management and working with contractors
  • Proven ability to communicate effectively within the municipal organizational structure
  • Ability to implement and maintain maintenance and risk management programs related to parks and facilities
  • Excellent problem-solving skills
  • Current Standard First Aid, C.P.R. Level C
  • Ability to work in a team environment, accept and follow verbal and written instructions, complete duties to an acceptable level of quantity and quality with minimal supervision and follow all of Norfolk County Health and Safety Policies and Procedures
  • Possess strong leadership and motivational skills, be resourceful and have demonstrated computer skills including a high degree of competence in our corporate software: Microsoft Office (Outlook, Word, Excel, PowerPoint,) Pearl, Perfect Mind, Salesforce
  • Thorough knowledge of relevant Codes, Acts and Regulations
  • Well-developed oral and written communications skills including note taking
  • Work schedule may require working some evenings and weekends as required to attend committee meetings and special events and periodically meet with community groups when required
  • Valid Ontario driver’s G license and access to a reliable vehicle
  • Computer expertise in corporate standard software (Microsoft Office) and department specific software to data search and entry and to create and modify word processed documents
  • Must be aware of safe work practices as they relate to job responsibilities and work environment, and have the basic understanding of the Occupational Health and Safety Act
