This position oversees infection prevention related patient safety and quality improvement, embedding innovative and best practices across one of Canada’s largest health authorities.

Detailed Overview Supporting the Vision, Values, Purpose and Commitments of Fraser Health including service delivery that is centered around patients/clients/residents and families: Reporting to the Vice President, Population Health & Chief Medical Health Officer, the Executive Director is responsible and accountable for leading, directing, and developing operational and clinical quality and patient safety programs, strategies and initiatives related to Infection Prevention and Control.

The Executive Director leads an inter-professional team that includes expertise in clinical standards of care, quality improvement, change management, infection prevention and control, human factors engineering, data analytics and epidemiology, engagement, and accreditation.

Fosters a culture of continuous quality improvement and patient safety throughout the Fraser Health Authority, champions patient safety initiatives and monitors their efficacy with the goal to reduce the risk of adverse events for patients and their families.

The Executive Director collaborates with Chief Medical Health Officer and senior leadership to move initiatives forward and implement programs, ensuring commitment and adherence to best practice in all aspects of patient care across the care continuum.

Responsible and accountable for leading and overseeing the Infection Prevention and Control program, accreditation, Community Engagement, and Performance Measurement.
The Executive Director supports leadership development and education for nursing and allied health staff.

Liaises, strategizes, consults, negotiates and collaborates with various external healthcare organizations, the BC Patient Safety and Quality Council, the Ministry of Health, Accreditation Canada, vendors, government agencies, and other stakeholder organizations regarding quality and patient safety related issues.

Responsibilities Sets the strategic direction for Infection Prevention and Control and leads the development of effective operational and clinical quality and patient safety programs across Fraser Health with a specific focus on acute care, long term care, and community care activities.

Establishes effective health authority wide policies and strategies for patient safety and other portfolio areas consistent with the FHA vision, values and strategic direction.
Oversees various programs including but not limited to the infection prevention and control program, accreditation, quality improvement activities, Community Engagement, and Performance Measurement.
Ensures the accreditation standards for IPC are implemented and continuously monitored.

Initiates, oversees, and integrates a comprehensive patient safety program in conjunction with physician leaders as an integral component of quality initiatives; defines and coordinates the participation of Infection Control/Epidemiology, Workplace Health & Safety, Client Relations & Risk Management, Decision Support, and others as necessary.

Uses best practice/research knowledge to promote safe patient care.
Fosters relationships with external agencies related to patient safety programs, including but not limited to vendors, government agencies, and other stakeholders.
Coordinates and oversees data collection and analytics, reporting and improvement activities, and identifies trends for clinical initiatives.
Oversees related quality improvement (QI) activities in FHA leadership.

Reviews and evaluates services of the organization that are affected by quality/patient safety/regulatory issues, identifies problems, makes recommendations for improvement, and monitors services to ensure that safety/regulatory recommendations are implemented and the desired results are obtained.

Oversees the education of clinical leadership, medical staff and other responsible individuals regarding regulatory issues, new statutes/guidelines, and performance improvement/patient safety activities.
Oversees the accreditation process and serves as a resource for performance improvement/patient safety/regulatory issues.
Develops organizational structure for portfolio area and collaborates in the approval of proposed structures.
Provides overall leadership, direction, and supervision for designated operational staff that supports the achievement of required outcomes and fosters a motivating and respectful work environment.
Develops and successfully manages capital and operating budgets that complement strategic directions within existing fiscal constraints.
Collaborates with IM/IT department as appropriate to promote/enact programs and leverage advanced information technology towards better and safer patient care.
Ensures FH and patient safety interests are represented on relevant committees, councils and boards.
Chairs patient safety and quality committees/councils as required.

Qualifications Education and Experience Master's degree in a health related field supplemented with ten (10) to fifteen (15) years' related progressively senior management experience including leadership in a large health care organization, or an equivalent combination of education, training, and experience.
