Job Summary

Reporting to the Senior Program Analyst, the Program Analyst - Early Years and Child Care plays a pivotal role in financial oversight of various early years and child care sector programs. This role requires strong financial acumen, analytical prowess, and the ability to manage budgets effectively.

Duties & Responsibilities
  • Lead financial oversight of assigned early years and child care programs, including budget management, financial reporting, audit, and reconciliation processes.
  • Collect and analyze financial data specific to early years and child care programs, including Canada-Wide Early Learning and Child Care, to ensure expenditures are aligned with program requirements and expected outcomes.
  • Provide expert analytical, financial, and statistical information for reporting to Council, provincial ministries, and other relevant reports, including coordination and preparation of annual operating budgets and EFIS reporting to the province, ensuring consistency with provincial and regional funding policies and guidelines.
  • Develop innovative program requirements, application processes, guidelines, reporting protocols, and risk management frameworks tailored to various funding programs within the Early Learning and Child Care (ELCC) sector.
  • Produce high-quality written materials including briefing notes and presentations to brief senior management on recommendations and policy decisions.
  • Assess the relevance of various tools, processes, methodologies, and reporting practices for ELCC funding in Halton Region. Recommend and implement changes as necessary to adapt to the evolving landscape of the ELCC system.
  • Communicate effectively and provide excellent customer service to internal and external partners and use excellent problem solving, negotiation and conflict resolution techniques.
  • Collaborate with service providers to address service provision concerns and ensure contract/program compliance.
  • Demonstrate active leadership in Divisional initiatives and fulfill other assigned duties.
  • Perform other duties as assigned.
Skills & Qualifications
  • Undergraduate Degree in Finance, Business Administration or related field, with a demonstrated understanding of finance, budgeting, program oversight and reporting.
  • Minimum of five (5) years' of experience in financial analysis, budgeting, auditing, contract/program compliance and/or program management experience.
  • Demonstrate the ability to lead and manage projects related to the implementation and oversight of programs and possess strong report writing, presentation and facilitation skills for a wide array of audiences.
  • Demonstrated ability to assess and interpret policies and relevant legislation/regulations.
  • Advanced knowledge and proficiency in Microsoft Office Suite, including Excel.
  • Strong financial acumen, budget management and analytical skills.
  • Outstanding written and verbal communication skills for conveying financial information.
  • Dedication to providing excellent customer service to service providers.
  • Innovative thinking, initiative, and a self-starting attitude.
  • Excellent interpersonal, time management and organizational skills.
  • Display a strong dedication to fostering diversity, equity, and inclusion by consistently seeking personal growth, leading by example with inclusive actions, and taking proactive steps to counter bias.
  • Chartered Professional Accountant (CPA) designation or any additional financial/accounting/auditing qualifications.
  • Familiarity with financial systems, such as Ontario Child Care Management System (OCCMS).
  • Knowledge of Early Years and Child Care funding programs.

Working/ Employment Conditions

Working Conditions
  • Travel will be required between locations within Halton Region. Incumbent must supply own transportation.
  • This position is eligible for a hybrid work arrangement with some remote work and some in-person work to accommodate in-person meetings with Regional staff and service providers. Candidates will be expected to work a minimum of two days per week from Halton Regional Centre at 1151 Bronte Rd. Oakville.
  • Participation in the Emergency Social Services (ESS) Program and coordination team is a requirement for the successful candidate. Flexibility to work outside of core business hours may be required.

  • Current (obtained within the past six (6) months), Original and acceptable Criminal Records Check, by the first day of employment.
