What is the opportunity?

This role supports the Enterprise Resiliency Risk (ERR) team and the broader Group Risk Mgmt. Operational Risk (GRMOR) team. These teams are accountable for RBC’s enterprise-wide resiliency and operational risk management frameworks, policies, standards, practices, delivery programs, and second-line-of-defence (2LOD) owned processes.
ERR and GRMOR work with Senior Management across RBC’s business platforms, functions, and regions, providing oversight and challenge to ensure effective implementation of resiliency and operational risk practices in compliance with regulatory and policy requirements, and in alignment with RBC’s risk appetite.

The teams also provide strategic advice, education, and key practices across RBC, and are accountable to provide insight on RBC’s overall resiliency and operational risk profiles.

What will you do?

The Senior Director, Regulatory Engagement & Program Enablement, leads a team that facilitates the following across enterprise and broader operational risk:

  • regulatory engagement;
  • issue management reporting;
  • standardized regulatory and third party due diligence responses; and
  • project/program/portfolio management capabilities.
The team ensures timely and effective regulatory engagement on operational and resiliency risk topics in close partnership with teams and leaders across GRMOR, ERR, regulatory relations/compliance, first-line-of-defence (1LOD), risk domains/centres of governance, and other functional partners.

This includes exam management and facilitation, regulatory issue project management and monitoring of regulatory issue progress.

What do you need to succeed?

Enable effective regulatory engagement
  • Build and maintain an enhanced capability for regulatory engagement
  • Facilitate Operational Risk’s engagement in regulatory examinations globally
  • Support / assist teams in developing and submitting regulatory responses
  • Monitor and track regulatory issues to ensure Operational Risk meets regulatory commitments
  • Partner with leadership across GRM OR and Reg. Relations to interface with regulators, supervisors, and statutory bodies, providing expertise and responding to requests
  • Support leadership across GRM OR in managing and building relationships with regulators and auditors (internal and external)
Deliver program and project management expertise
  • Provide program and project management capabilities to support GRM OR leadership in delivering on key initiatives, with particular focus on regulatory remediation and resolution of key issues
  • Establish comprehensive status reporting, issue tracking, and coordination of issue validation and closure packages
  • Design and execute program and project governance, operating groups, and executive steering committees to support GRM OR leadership in managing regulatory remediation and issue resolution in an organized, efficient, and effective manner
Act as a leader in Operational Risk and Enterprise Resiliency
  • Lead a team of operational/resiliency risk and regulatory engagement professionals, driving a culture of integrity and behaviors aligned to RBC’s Code of Conduct
  • Foster strong stakeholder relationships to enable active and collaborative working relationships
  • Work collaboratively across teams, enabling an engaged workforce who are effective, knowledgeable and adaptable
  • Create an environment of continuous personal growth
  • Establish clear goals, objectives, and deliverables for the team based on GRM and broader stakeholder priorities
  • Provide thought leadership on all aspects of Regulatory Engagement
  • Monitor team progress and pivot to emerging priorities when needed
  • Act as a thought leader within the broader operational risk management community
  • Develop and set the vision, strategy, mandate, and operating model for regulatory engagement, enabling the team to operate as an integrated organization
  • Inform and demonstrate horizontal, regional or control specific views on operational risk practices
  • Identify internal and external trends, with an aggregated view into areas of perceived elevated or emerging regulatory landscape affecting GRM OR and its domains
  • Promote a culture of innovation and change enablement, identifying opportunities to extend the scope of services provided by the team and tools/technology that can optimize regulatory engagement processes.

Must have:

  • 12+ years of experience and advanced leadership skills in financial service industry.
  • Experience in risk management, deep knowledge of banking regulatory requirements and best practices related to risk management practices globally
  • Experience leading complex, global, or cross-functional teams
  • Experience leading in a matrixed environment, managing a diverse group of executive stakeholders
  • Expert in risk management and regulatory engagement methodologies
  • Highly proficient in stakeholder management, change management, strategy development, people management.
  • Strong negotiation skills and ability to partner with multiple stakeholders across a matrixed environment.
  • Strong ability to influence, motivate and effect change.
  • Bachelor’s degree is required.

  • Graduate degree in Business, MBA or Engineering preferred.
