Context:
The OnCorr Project, an integral part of the GO Rail Expansion initiative, aims to enhance the mobility and connectivity within the Greater Toronto and Hamilton Region (GTHA) by improving the GO Transit rail network. Within the Capital Projects Group a Specialized Delivery Organization has been created to facilitate efficient implementation of the GO Expansion program.
Missions/Main Duties:
Key Accountabilities & Responsibility- Support multiple project and program teams through various stages of the delivery life cycle.
- Monitor and report on program-level progress.
- Provide advice and support to the Head of PDP, including assistance with service delivery, internal communications, resourcing, and other ad hoc needs.
- Maintain and update the organizational structure and operating model for the PDP, ensuring alignment with and enhancement of the Metrolinx/CPG structure.
- Manage special projects as requested by Metrolinx. These are typically short-term initiatives that fall outside the scope of the Annual Work Plans.
- Foster, manage, and maintain strong client relationships.
- Liaise with senior Metrolinx leaders to collect and analyze KPI scores related to Corridor Team and Embedded Resource performance, ensuring corrective or improvement actions are tracked and completed as needed.
- Evaluate and establish best-practice program policies, processes, and procedures in alignment with the agreed-upon program delivery approach.
- Review existing conditions and implement industry best-practice processes.
- Promote collaboration and build strong relationships within the PDP organization and across all relevant Metrolinx teams.
- Skilled in identifying and analyzing project, program, and business risks.
- Experienced in establishing effective project control systems and procedures.
- Broad understanding of project/program technologies, planning, and delivery methodologies.
- Proficient in monitoring and reporting program-level progress, ensuring efficient and effective resource utilization across the program.
- Knowledgeable in various contract, commercial, and governance procedures.
- Exceptional attention to detail and strong organizational skills to maintain accurate internal and external data and reporting.
- Proactively identifies opportunities for innovation and improvements to existing work practices.
- Strong writing and content development skills for producing high-quality written and presentation materials.
- Demonstrates core competencies at a high level of development.
- Effectively engages with a broad group of senior and technical staff to maintain high levels of motivation and team engagement.
- Anticipates and forecasts key risks and opportunities to ensure alignment with the PDP’s core vision.

Profile/Skills:
Key Experience/Other Mandatory Attainments- Broad experience and understanding of project and program management.
- Proven track record working on high-value infrastructure projects, preferably within the rail sector.
- Strong knowledge of planning and project management tools and techniques.
- Awareness of safety considerations in operational and project delivery environments.
- Solid understanding of contractual matters within a project context.
- Experienced in producing high-quality written and presentation materials for senior project and program stakeholders.
- Holds a degree or equivalent qualification, with professional experience in one or more disciplines related to program, project, or commercial management.
