Context:

Reporting to the Corridor Technical Director, the Engineering Manager will oversee and be responsible for engineering deliverables on one, or more, projects on the Northern Corridor GO Expansion Program, ensuring the best outcomes for all the required Engineering outputs.

This role requires extensive multidisciplinary expertise in the rail industry, encompassing all technical aspects from project initiation through design, integration, testing, commissioning, and final handover. Additionally, the Engineering Manager will be responsible for implementing assurance processes in alignment with CMREA, ISO 15288, and EN 50126.

Key responsibilities include facilitating collaboration among project teams and working closely with discipline leads to review and coordinate project designs across various configuration states. The Engineering Manager will ensure design compliance with project requirements across multiple engineering disciplines, including Civil, Structural, Track, Signalling, Communications, Rolling Stock, Power Distribution, SCADA, Overhead Catenary Systems (OCS), Protection and Controls, Electromagnetic Compatibility (EMC), Earthing and Bonding, and Security.

Furthermore, the Engineering Manager will actively engage with Metrolinx project delivery teams (PDT) and key Metrolinx stakeholders, including Engineering, Asset & Maintenance (EA&M), discipline-specific Centres of Excellence, sponsors, Technical Integration and Assurance Team, and functional groups to support project success.

Missions/Main Duties:

Key Responsibilities:

  • Identifies, analyse and resolve technical and engineering issues.
  • Identifies and analyse technical and design hazards and risks.
  • Implement effective Project Assurance processes in line with CMREA, ISO 15288, and EN 50126.
  • Lead the safety and engineering review process and interface with System Review Pannels, Operations Review Pannels and Safety Assurance.
  • Work with PDTs and Safety Assurance to ensure all hazards are ALARP and for the projects to meet Assurance Requirements in support of certification for revenue service.
  • Ensure there is traceability from project delivery requirements to the client scope requirements and technical design requirements.
  • Responsible for integration, interface management and Interdisciplinary compatibility review.
  • Be responsible for engineering lifecycle stage reviews.
  • Manage activities with significant uncertainty of solution or outcome.
  • Oversee design risk management, issues resolution, problem solving activities.
  • Interacts with clients and other stakeholders to ensure that objectives are being met.
  • Liaises with the Metrolinx PDTs from the various sectors, Stations, Early Works, Joint Corridor Early Works, USRC, Extensions, to ensure all works are aligned with the common goal for the Rail Corridor and over-arching GO Expansion Program.
  • Competent at reviewing Primavera P6 schedule’s and be able to undertake analysis of the design and construction activities within the baseline, to identify anomalies.
  • Working closely with the project managers/Discipline leads to ensure the consistent delivery of all discipline designs in accordance with standards, requirements and in respect of schedule, cost, safety, and quality.
  • Ensure that appropriate behaviours and ‘best for program’ approaches are always adopted, leading by example in the pursuit of successful delivery of the Program.
  • Positive & proactive approach to engaging with the various Project Delivery Teams (PDT’s).

Profile/Skills:

Required Technical Competencies
  • Over 15 years of experience working on Multi-Discipline Railway projects.
  • Professional Engineering Certificate.
  • Proven track record in multi-discipline engineering management in railway infrastructure
  • Strong Systems Engineering and Project Assurance background.
  • Knowledge of requirements management, V&V, safety assurance and their use on railway projects.
  • Strong understanding of industry standards and regulations (CMREA, ISO 15288, and EN 50126).
  • Strategic and detailed understanding of innovative methods of project delivery, staging,, planning, testing and commissioning.
  • Excellent oral and written communication skills, clear and concise; good presentation skills and competent computer skills.
Preferred Technical Competencies
  • INCOSE Certified Systems Engineering Professional (CSEP) Certification.
  • PMI Project Management Professional (PMP) certification.
  • Active membership in key industry professional institutions.
