The Purchasing & Materials Management Division is a critical function within the City of Toronto's complex multi-site, multi-division and multi-stakeholder environment, partnering with all City divisions, designated agencies and corporations in order to procure goods and services at the best value.

Job Summary:

Reporting to the Supervisor of Corporate Purchasing, the Senior Corporate Buyer participates in the purchase of materials, equipment and services for the City of Toronto and designated Agencies, Boards and Commissions, and provides work direction and training to Corporate Buyers and Purchasing support staff.

Responsibilities:

  • Directs, trains and instructs staff in the purchase of designated materials, supplies, equipment and services.
  • Coordinates, instructs and reviews work for compliance with Corporate and Department policies and procedures and ensures that work is completed on schedule.
  • Provides information and advice on materials, equipment, and services purchased for the City of Toronto and designated Special Purpose Bodies.
  • Identifies appropriate method of purchase and determines, with the Supervisor of Corporate Purchasing, whether written competitive Tenders, Requests for Proposals, Requests for Quotations, Requests for Expression of Interest, Requests for Pre-Qualification and telephone/fax quotation requests are required to ensure that deadlines are not jeopardized.
  • Prepares Requests for Quotation/Proposals, Negotiated Request for Proposal, Tenders, Requests for Expression of Interest, Requests for Pre-Qualification, detailing requirements including specifications, schedule of prices, terms and conditions to be posted publicly for potential suppliers, utilizing a centralized and electronic procurement tool: SAP ARIBA
  • Evaluates summary of bids and ensures that specifications, policies, and legal requirements are met, and forwards to Client Division for recommendation.
  • Arranges for the acquisition and testing of samples with the Supervisor, Standards and Specifications and as required, participates in conducting tests or studies of goods/services with other departments.
  • Evaluates recommendations received from client Divisions to ensure that the evaluation of bids/proposals received was conducted in accordance with city policies and procedures.
  • Prepares and reviews reports prepared by Buyers to Standing Committees and Council recommending contract awards. Confers with Legal Services Division and forwards bid documents where contracts are required.
  • Prepares Open Contracts/Purchase Orders as a result of the competitive bidding process.
  • Facilitates meetings with divisions relative to materials, equipment, and services required.
Key Qualifications:

Your application must describe your qualifications as they relate to:

  • Certified Professional Public Buyer's designation from the National Institute of Governmental Purchasing and/or CSCMP (Council of Supply Chain Management Professionals) designation from the Supply Chain Management Association of Canada, or the approved equivalent combination of education and/or experience.
  • Extensive experience in practical buying in a municipal environment related to the areas of responsibility listed above, including preparing and administering complex, high value competitive solicitations.
  • Experience interpreting and applying related legislation, Acts and regulations governing the public purchasing function (e.g. Sale of Goods Act, Workplace Safety and Insurance Act, City of Toronto Fair Wage/Labour Trades regulations, Federal and Provincial Sales Tax regulations, etc.).
  • Experience in providing work direction and training to appropriate staff.
  • Experience with computerized purchasing systems (e.g. SAP -Purchasing module, SAP Ariba, etc.).

You must also have:

  • Detailed knowledge of the City's Purchasing By-law and purchasing policies.
  • Highly developed communication skills, both oral and written.
  • Excellent interpersonal skills to work effectively with other City and Division staff and members of the public.
  • Excellent analytical and problem-solving skills.
  • Good judgment and initiative to take responsibility/ownership of job functions, locate proper sources of supplies/disposals, expedite deliveries and maintain optimum business relations with vendors and clients.
  • Familiarity with government legislation in the area of Occupational Health and Safety.
  • Demonstrated ability to establish good working relationships with staff, operating management and outside departments, agencies and clients.
  • Excellent organizational and multi-tasking skills, with the ability to meet deadlines, work independently with minimum supervision, prioritize work schedules, plan and execute assigned duties within tight timelines.
  • Ability to exercise independent judgement and discretion in dealing with confidential operational matters.
  • Strong capability required to assist clients with full confidence in understanding and interpreting by-laws, regulatory requirements, and basic contract law, ensuing full compliance.
