Program Manager, Infrastructure Planning and Studies State of Good Repair

Status: Regular Full Time
Salary Range: $110,870 to $138,589 per annum (plus comprehensive benefits, where applicable)
Work Mode: Hybrid; 2 days on-site per week which can increase based on operational requirements*see below for more details about this work mode.
Location: 10 Peel Centre Drive, Brampton, ON

Hours of work: 35 Hours per week

Who we are: Infrastructure Planning, Partnerships and Compliance helps achieve our mission of "Providing Clean Water for Life" by protecting and managing our water resources, planning new water and wastewater infrastructure to meet growth demands, asset management planning to maintain the existing $26 Billion infrastructure in a state of good repair, planning and supporting water and wastewater regulatory compliance and quality management systems.

We build and manage strategic partnerships with the Local Municipalities, Ontario Clean Water Agency, Conservation Authorities, and other municipalities and external agencies

In this role you will Supervise a team of 4 Advisors, 4 Project Managers, 1 Specialist and 1 Student.

What you will do in this role:

The Program Manager leads large complex programs related to water/wastewater infrastructure such as Long Term State of Good Repair (SOGR) Strategy for Capital Projects ranging from $10 Million to $100 + Million. The role also includes completion of complex feasibility studies, water/wastewater infrastructure risk assessment studies and strategies and redundancy requirements, specific projects related to developing strategic plans, process/system relating to water/wastewater infrastructure replacement and renewal, review, develop and implement highly specialized engineering and decision making tools such as, Asset Prioritization Systems.

  • Lead and deliver Long Term State Good Repair capital plans and strategies, Risk Assessments and technical/feasibility studies related to the Region’s water/wastewater infrastructure, in collaboration with staff from water/wastewater engineering, condition assessment team, operations and external agencies providing preliminary designs and scope of work for capital works projects.
  • Lead vulnerability and risk assessment studies of Region’s water/wastewater system, including the Wastewater Inflow and Infiltration program and planning of Water and Wastewater linear system Condition Assessment programs.
  • Identifies specific assets that may be impacted by the identified threats and the relative criticality of these assets and determining the likelihood that a threat may materialize.
  • Ensures projects are monitored and completed using best practices and existing management methodology.
  • Identifies resources/stakeholders and assembles and leads project teams from internal support, internal stakeholders, and external consultants or services, prepares project charters, terms of reference, identifies scope and deliverables of projects and including tender documents, RFPs, and/or quote for projects, assembles bid submission evaluation teams, evaluation and recommends and prepares Council reports.
  • Leads, develop and implement the investigation and studies as well as public facing programs of the Region of Peel’s inflow and infiltration reduction strategy.
  • Supervises and directs work activity for a team of water/wastewater professionals, including administrative responsibilities such performance appraisals, hiring, career development, and addressing performance related issues
  • Develops and delivers the water distribution and wastewater collection SOGR 10 year capital plan and budget, MOE required Financial Plan and provides technical expertise into the development and application of Region’s asset management system(s) assess short and long term renewal needs and develop capital infrastructure plans for renewal and rehabilitation.
  • Ensures the monitoring of all project financials, progress, negotiates project changes in scope to minimize Peel’s financial risk while maintaining the quality and schedule of the project
  • Collaborates with approval agencies (MOE, MNR, CA, Utilities, DFO,etc.) in the execution of projects
  • Identify and initiates new business requirements to improve current practices and better assess infrastructure needs. Keeps continually educated on emerging technologies and changing regulations.
  • Builds sustainable relationships with area and neighbouring Municipalities to collaborate on all aspects of infrastructure coordination and planning and with external utilities (telephone, gas, hydro, roads, etc)
  • Respond to internal clients, councilor and consumer enquiries

What the role requires:

  • University/College degree in Civil Engineering, Geo Science or Earth Sciences
  • 5 years of relevant work experience
  • Strong technical knowledge of water and wastewater infrastructure and related functions (pressure zones, fluid mechanics, geology and hydraulics, inflow and infiltration,condition assessment and engineering technologies)
  • Applied ability to Interpret and understand technical data related to project preliminary design, infrastructure conditions, asset life cycle.

Skills/Abilities:

  • Project/program management skills to lead project teams in development of project scope, financials aptitude and understanding of business/financial analyses for assets, deliverables and management of consultants
  • Strong communication and collaboration skills to work with approval agencies and achieve consensus on project components/recommendations
  • Ability to present and facilitate meetings on project recommendations to senior management, Council, approval agencies and at public information meetings
  • Strong problem solving skills to evaluate stakeholder input with technical feasibility and develop appropriate and cost effective solutions
  • Delegates, directs work distribution among project teams, coordinate logistics and develop short and long terms plans/strategies to meet deliverables of projects
  • Previous leadership experience
  • Demonstrate a commitment to diversity, equity, and inclusion through continuous development, modeling inclusive behaviors, and proactively managing bias

Work Mode & Job Location:

In this role, you’ll benefit from the flexibility of a hybrid work arrangement that prioritizes meaningful in-person connection. A minimum of two days per week on-site is expected, with additional in-person presence as operational needs evolve.
