Contract Full-Time; 24 Months

Salary Range: $76,054 - $95,068 per annum
Work mode: Onsite.
Location: 2307 Lakeshore Road W, Mississauga

Hours of work: 35 hours per week

The role:

Reporting to the Manager of Automation and Data Solutions (ADS), the core purpose of this position is to provide field technical maintenance of instrumentation and automation assets for water, wastewater, waste management, Operations and capital projects to ensure that maximum facility up time is maintained in automatic mode.
Where they exist, the ADS Standard Operating Procedures (SOP’s) must be followed. The TA is assigned tasks by ADS utilizing the CMMS Work Order (WO) System. Overtime may be required to address after hours service requirements. During regular business hours the Technical Analyst will work core hours that must not negatively impact the level or cost of services delivered or the work of other classifications.

At times this means that during regular business hours the Technical Analyst must accommodate the hours of work at a site rather than their typical working hours agreed upon with the ADS manager. Each Technical Analyst is responsible for educating themselves and adhering to the Region’s Health and Safety policies.

In this role you will:

Work order and service requests:

  • Most of the work performed by the TA comes in the form of CMMS work orders and Service Requests from client groups. The work orders and service requests are in the form of Manual requests, normal business hours requests, unplanned requests, planned maintenance requests from the Water/Wastewater/Landfill Operations groups or ADS and Engineering teams. The TA will follow the procedures outlined in the CMMS SOP’s for SCADA TA’s and associated Preventative Maintenance SOP’s, including the case of emergency requests. It is the TA’s responsibility to complete all necessary documentation and submissions of Work Orders and Service Requests.

Technical analyst tasks:

  • Provide technical instrumentation and automation maintenance/support of new and existing water/wastewater/landfill systems, troubleshooting field instrumentation devices and associated wiring up to and including the PLC panel and vendor package systems control panels. The PLC panel troubleshooting is all encompassing.
  • Ability to read PLC code to assist in troubleshooting problems.
  • Identify using CMMS WO’s, automation process control devices which demonstrate poor operational performance.
  • Work within MOE guidelines (i.e. complete detailed site log book entries, etc.)
  • Responsible for collecting and downloading all device configurations for each site (i.e. VFD, Level, Pressure, Analyzer, Flow meter etc. settings where available) and maintaining the most recent As-Found versions. These files are to be stored on our central file storage system in an area accessible to the ADS team.
  • Assist or lead the mechanical installation or relocation of instrumentation to ensure the instrument can be easily maintained and calibrated.
  • Assist in troubleshooting electrical issues that are not considered to be dangerous or the responsibility of a licensed electrician.
  • Actively participate in commissioning of various new W/WW facilities. This work typical encompasses Factory Acceptance Testing and Site Acceptance Testing.
  • Must be knowledgeable of all elements of PAIDS and enforce these standards. •
  • Document and communicate to the ADS PM assigned to the Project, any/all deficiencies. This includes but is not limited to Check Sheets, PCN’s, drawings, general PAIDS documentation etc.. Suggest and markup changes or modifications to PAIDS, Capital Project designs, as-built configurations etc. to enhance or increase the reliability or functionality of the instrumentation.
  • Provide feedback on the process control functions related to instrumentation within existing W/WW stations to achieve the goal of optimum performance of the process systems and maintain safe water quality.
  • Responsible for marking up site Documentation (drawings, specification sheets etc.) when changes/modifications have been discovered during the normal course of Planned or Unplanned activities at the site. These documentation changes must be forwarded to the appropriate ADS PM.
  • Update the ADS Manager, Project Managers, and external clients, and track and manage their work orders / service tickets, tasks and/or projects to meet deadlines.
  • Accessing spare parts, maintaining inventory tracking and working with the asset management database to ensure proper levels are maintained and accounted for.
  • Provide technical support to capital works project managers, ADS staff, operations staff and other Region of Peel departments when requested.
  • Validate electrical sub-contractors works when retrofitting or repairing electrical control devices.
  • Assist and/or provide training to Operations and Maintenance personnel related to various SCADA/Automation/Instrumentation related devices and applications.
  • SCADA controls and instrumentation asset management in conjunction with the Region’s asset management system, including data gathering, developing, testing, implementing, maintaining, supporting, engaging with stakeholders, training and reporting in alignment with ISO55000.

What the role requires:

  • Must have a between three to five years previous experience and possess technical knowledge in the design of SCADA systems, process control systems, instrumentation, electrical, and hydraulics in order to provide expertise to other stakeholders in the implementation and maintenance of instrumentation and SCADA hardware.
  • Familiar with ISA standards and must read and understand engineering drawings such as P&ID’s, loop diagrams, electrical single line diagrams, panel layout diagrams etc.
  • Possess in-depth working knowledge in the design, installation, and operation of process control equipment.
  • Comprehensive understanding of the application of appropriate instrumentation in a variety of process control applications.
  • Good knowledge of instrument vendors and manufacturers.
  • Knowledge of municipal water and wastewater processes.
  • Familiar with Allen-Bradley Ladder Logic Language and water and wastewater operational treatment processes.
  • Distribution/collection (i.e. pump stations, reservoirs, booster stations)
  • Possess an understanding of control system infrastructure in order to assist with the support of the Regional SCADA system.
